I. INTRODUCTION The realization of GPS satellite system enables the signal of atomic clock to reach any user who owns the receiver. The exact characterization of both the atomic clock and the user network is important for obtaining the best information on time and frequency. This article describes ways to get the best possible time and frequency information from a set of GPS data and some near-optimal and simple data processing techniques. Consider three simple cases: case A is the “Common-View approach”; Case B is direct observation of a single satellite with a sampling time of a few seconds to a few hours; Case C is the observation of a single satellite for a few minutes a day,
