主持人的话 “为了WTO,为了APEC。”10月的上海再次成为世界瞩目之地,电视里不停地播放APEC的最新消息,大街小巷充斥着由四个字母组成的彩旗和标语。亚太经合组织非正式高官会议刚刚落幕,双部长会、工商领导人峰会、工商咨询理事会、第九次领导人非正式会议又相继拉开帷幕。来自21个经济体的领导人、官员们、学者和企业界的精英聚首充满生机和发展活力的申城,把中国承办的新世纪的首次盛会——2001年亚太经合组织系列活动推向高潮。 早在林肯执政时美国外交部长威廉·亨利·赛华得曾说:“地中海是过去之海,大西洋是当代之海,未来之海是太平洋。”作为全球经济版图上最具活力的一个板块——环太平洋区,亚太经合组织作为该地区成员最多、规模最大、层次最高的区域经济合作组织,在其中发挥了不可替代的作用。目前,APEC拥有21个成员,其人口占世界总人口的45％,GDP占全球的57％,贸易额占全球的44％。就投资而言,APEC整体既是全球最大的投资输出方,亦是最大的投资输入方。在世界经济大舞台上,APEC可谓举足轻重。 对APEC的作用,中国社会科学院APEC研究中心主任张蕴岭认为,“不能看高,也不能看低,不实也不虚。”因为APEC包罗四大洲21个经济体,在西方方式与亚洲方式的碰撞与妥协下,APEC的性质成长为虚虚实实的
