我国经济结构向环境友好、资源节约方向转变将影响人力资本投资模式。文中引入净国民收入资调整时,可持续经济比重上升,收入对人力资本的作用方向由负转正,人力资本投资决策由教育机会成本主导转变为收益主导,利于经济持续发展;但因当前人力资本收益多由非可持续型经济提供,提高可持续经济占比将压缩劳动力需求,加剧劳动力供给的结构性过剩;上述困境可借助消费政策予以缓解,因消费对人力资本波动的影响力远大于收入。综上,推进经济结构调整,最小化其对劳动力市场的不良冲击,应降低消费支出的泡沫比。
China’s economic structure to the environment friendly, resource-saving shift will affect the human capital investment mode. The introduction of net national income adjustment, the proportion of sustainable economy increased, the role of income on human capital from negative to positive, human capital investment decision-making from educational opportunity costs dominated into revenue-led, conducive to sustained economic development; but due to the current human capital The benefits are mostly provided by unsustainable economy. Increasing the proportion of sustainable economy will reduce the labor demand and aggravate the structural surplus of labor supply. These difficulties can be alleviated by the consumption policy because the influence of consumption on the fluctuation of human capital is far greater than the income . To sum up, promoting economic restructuring and minimizing its negative impact on the labor market should reduce the bubble ratio of consumer spending.
