近几年来,由于煤炭产能过剩、煤炭有效产能、煤炭产量过剩,煤炭产量增加量持续超过需求增加量,导致煤炭市场疲软,产品供过于求,库存积压比较严重,整体销售价格持续下滑,煤炭企业经济效益呈大幅度下滑趋势,不少煤炭企业经营陷入困难,煤炭企业进入全面亏损阶段,下一步可能还要进入更加困难的时期,整个行业形势不容乐观。在当前这个环境下,作为国有煤矿企业的各生产队组处在困难的最底端,生产不稳定、工资持续下降、安全压力大,甚至面临停工的局面。
