抗战时期,国民政府认识到改善劳工福利与抗战有着密切关系,认为它不仅能够为抗战创造稳定的社会环境,还能够巩固国民党统治,调和劳资矛盾,增加生产,适应战时需要等,因而采取了一系列改善劳工福利的举措,从成立专门管理机构到制定一系列法规,并采取了实施工矿检查和《职工福利金条例》,设置职工福利委员会、职工福利社等重要措施。这些举措取得了一定效果,稳定了社会秩序,支撑了抗战,使劳工福利有所改善。但从总体上看,国民政府的劳工福利政策贯彻乏力,劳工的福利水平依然低下。
During the war of resistance against Japan, the Kuomintang government realized that there was a close relationship between improving labor welfare and the war of resistance and that it not only created a stable social environment for the war of resistance, but also consolidated Kuomintang rule, reconciled labor conflicts, increased production, and wartime needs. A series of measures have been taken to improve labor welfare, ranging from setting up specialized management agencies to formulating a series of laws and regulations and adopting important measures such as implementing the inspection of factories and mines and the Regulations on Staff Welfare, setting up staff welfare boards and staff welfare associations. These measures have achieved some results, stabilized the social order, supported the war of resistance, and improved the welfare of the labor force. However, on the whole, the labor administration welfare policy of the Kuomintang Government has been weak and the level of welfare of workers remains low.
