为控制成品油资源外流,稳定市场,省政府决定对成品油运输实行统一管理。现作如下通知:一、铁路整车发运成品油(包括汽油、柴油、煤油、润滑油、润滑脂,下同)均须报经有关主管部门批准,并出具运输证明。(一)发运吉化公司炼油厂国家计划调拨的成品油,由中国石化总公司驻吉林办事处审批,并出具运输证明。(二)发运吉化公司炼油厂及其他炼厂的成品油,省内调拨,由省石油公司审批,并出具运输证明;运往省外(除吉化炼油厂国家计划调拨部分外),均由省计经委审
In order to control the outflow of refined oil resources and stabilize the market, the provincial government decided to implement unified management of refined oil transportation. The following notice is hereby given: 1. All finished products (including gasoline, diesel, kerosene, lubricating oil, and grease, the same below) delivered by the railway vehicle must be submitted to the competent authorities for approval and a transportation certificate must be issued. (1) The refined oil products transferred from the Jilin Chemical Refinery’s national plan will be approved by the China Jilin Office of the China Petrochemical Corporation and a transportation certificate will be issued. (II) The refined oil products of refineries and other refineries of Jilin Chemical Company were shipped, transferred within the province, approved by Provincial Petroleum Corporation, and issued transportation certificates; shipped outside the province (except for the transfer of Jilin Refinery’s national plan).
