改革开放30年来,我国行政法律体系,作为中国特色社会主义法律体系的重要组成部分,其建设取得了巨大成就,形成了行政法律制度的基本框架。但同时存在法律实施难的突出问题,需要进一步强化行政法律实施的效果。通过提高立法质量和完善配套法律制度、提高执法队伍建设和依法行政能力、增强相对人法律意识、强化责任追究和监督机制等措施予以完善。
In the 30 years since the reform and opening up, China’s administrative law system, as an important part of the socialist legal system with Chinese characteristics, has made tremendous achievements in its construction and has formed the basic framework of the administrative legal system. However, at the same time, there are prominent problems that the law is difficult to implement. The effect of the implementation of administrative law needs to be further strengthened. By improving the quality of legislation and perfecting the legal system, improving law enforcement team building and administration capacity according to law, enhancing the legal awareness of the counterparts, and strengthening accountability and supervision mechanisms, such measures are also to be perfected.
