当前农村信用社利用人民银行支农再贷款逐年增加了对农业信贷投入,已经成为农业资金投入的主渠道,有力地支持了农村经济的发展。本文通过对支农再贷款使用和效应的分析,总结出了支农再贷款对支持农村经济改革、缓解农村资金供求矛盾、促进农业产业结构调整、促使农户增收、增长信用社效益等诸多效能;剖析了支农再贷款管理的滞后性、制约性和难操作性等诸多不利因素;提出了诸如完善办法、规范运作、加大投入、强化监督等金融策略,以此来促使支农再贷款更规范地用于支持“三农”。
At present, the RCCs’ using PBC to support agriculture and then re-lending has increased their input into agricultural credit year by year, which has become the main channel for agricultural capital investment and effectively supported the development of rural economy. Based on the analysis of the use and effect of supportive agricultural loans, this paper summarizes many effects such as the supportive rural economic reforms, alleviating the contradiction between supply and demand of rural funds, promoting the adjustment of agricultural industrial structure, increasing farmers’ income and increasing the benefits of credit cooperatives. Analyzes the unfavorable factors such as lagging, restrictive and difficult operation of supporting agriculture and then lending management; puts forward some financial strategies such as perfecting measures, standardizing operation, increasing investment and strengthening supervision, so as to promote more loans for supporting agriculture Normatively used to support “three rural”.
