日本是对外直接投资大国,但却是对内直接投资(吸引外国直接投资)的小国。为了改变长期以来的引资后进国地位,第二届安倍内阁出台了包括建立国家战略特区、法人税改革与规制改革在内的一系列引资政策。这些引资政策的调整有助于创造良好的营商环境,增强投资日本的魅力,无疑也给处于起步阶段的中国对日直接投资提供了重要机遇。但是,受日方引资政策内在缺陷等一系列因素影响,短期内中国对日直接投资还难以出现质的飞跃。中长期来看,日本向中国单方面进行直接投资的时代正走向终结,今后有望开启中日相互直接投资快速增长的新时代。关键是双方都要把握好这一机遇,提升合作水平。
Japan is a major foreign direct investment country, but it is a small country that makes inward direct investment (attracting foreign direct investment). In order to change the long-term status of foreign investors after their investment, the second Abbai Cabinet issued a series of foreign investment policies including the establishment of a special zone for national strategies and the reform of corporate taxation and regulation. The adjustment of these foreign investment policies helps create a favorable business environment and enhance the attractiveness of Japan’s investment in Japan. It will undoubtedly provide China at an early stage with important opportunities for direct investment in Japan. However, influenced by a series of factors such as the inherent shortcomings of the Japanese foreign investment policy, it is still hard for China to make a qualitative leap toward direct investment in Japan in the short term. In the medium and long term, the era of Japan’s unilaterally direct investment in China is coming to an end. It is expected to open a new era in which rapid growth in mutual direct investment between China and Japan will occur in the future. The key is that both sides should seize this opportunity to enhance the cooperation level.
