警察的公共服务动机并不是既成的,而是在其与工作对象的社会关系中、在警务实践中建构的,并且随个体特征和组织因素的变化表现出差异性和不稳定性,这为警察公共服务动机的管理提出了可能性和必要性。应建立警察公共服务动机建构的理论分析框架,探寻在其个体特征的基础上,利用警察机构组织环境因素的影响,经过自我调节,形成不同性质和水平的公共服务动机的内在机制,进而对警察公共服务动机的建构进行有效管理。
