2000年3月新版的高中《中国近代现代史(上册)》教材第70页写道 :“慈禧太后看到义和团难以‘剿灭’ ,就改用‘招抚’的办法 ,默许义和团为合法民团 ,企图控制利用。”1992年11月旧版教材第69页写道 :“清政府对义和团的策略由‘剿灭’改为‘招抚’ ,承认义和团合法 ,企图控制利用。”从新旧教材的表述变化可以看出 ,新教材最大的修改就是把“清政府”改为“慈禧太后”。其原因何在?
