为进一步贯彻落实国务院南水北调工程建设委员会第一次全体会议精神和国务院领导的有关指示,加快南水北调工程项目法人组建工作步伐,国务院南水北调工程建设委员会办公室在9月18日至19日召开专家咨询会议,听取专家意见的基础上,2003年9月27日,在北京组织召开了“南水北调工程项目法人组建方案征求意见座谈会”。国务院南水北调办公室张基尧主任出席会议并讲话,宁远副主任主持会议。国家发展和改革委员会、财政部、水利部、国家环境保护总局等部门有关同志参加了座谈会。
In order to further implement the spirit of the first plenary meeting of the State Council South-North Water Diversion Project Construction Committee and the directives led by the State Council, and speed up the pace of establishment of legal persons for the South-to-North Water Diversion Project, the Office of the State Council’s South-North Water Diversion Project Construction Committee held an expert consultation meeting from September 18 to September 19, On the basis of listening to the opinions of experts, September 27, 2003, a Symposium was held in Beijing on “Seeking Opinions on Establishment of Legal Entities for the Project of South-to-North Water Diversion Project”. Director Zhang Jiyao from the Office of South-North Water Diversion under the State Council attended the meeting and made a speech. Ning Yuan, deputy director, presided over the meeting. Relevant comrades such as the National Development and Reform Commission, the Ministry of Finance, the Ministry of Water Resources and the State Environmental Protection Administration attended the symposium.
