传统行政法理论仅关注静态的行政行为结果是否合法,没有也无法关注行政机关在实施行政活动过程中所采用的政策工具以及该种政策工具与所需要解决的问题是否匹配,不足以解决行政层面的实体问题,导致行政法教学理论与实践相脱节。应建立目标导向的实践行政法学,确立多元化的行政法教学目的,使学生在行政法框架内厘清各种行政行为的实际运行状态,并掌握在纷繁复杂的社会现实中综合选择最好的行为方式解决实践问题的能力。
