从国外经验和采购发展史看,政府采购从最初的分散走向集中,待全社会的政府采购意识强化后,又重新回归到分散状态,我国政府采购事业还很年轻,在一个相当长的时期内,我国政府采购仍将处于“集中”加速期;再从政府采购工作的现实需要看,我国政府采购工作从最初的“白手起家”到后来的各地各级高度重视,各种软硬件投入不断加大,这是十分可喜的,但也逐渐暴露了重复建设、资源浪费问题,而要使政府采购工作向更深层次迈进,信息、专家、电子平台等各种招标采购资源实现“共享”则是必由之路。
