学习型组织理论是当今管理学界的研究热点之一。学习型组织的真正意义体现在以人为本,提高成员的自身素质,这样的组织能够提供满足个人发展需求的充分条件,培育组织的创新能力和成长动力,实现组织的可持续发展。充分理解学习型组织的这一内涵并运用于政府组织的建设,突出“人本”的管理理念,是在传统政府行政模式下对公务员管理理念和方式的突破,是提高公务员综合素质,增强政府的核心竞争力的有效途径。
