目的了解湖南省血站的工作现状、服务能力和运行状况以及全省献血者的基本情况,为制定血站建设规划、促进全省无偿献血事业持续健康发展提供参考依据。方法采用回顾性分析的方法,调查2013年湖南省14个市州血站的机构和人员状况、血液采集和供应、血站财务收支等情况。结果截止2013年底,湖南省血站共有在岗职工1 346人,男女性别比为1∶1.19,年龄以26-40岁居多,占55.65%(749/1 346);学历以本科和专科为主,约占83.58%(1 125/1 346);职称以初级为主,中级及以上仅占22.28%(300/1 346);血站收入以临床用血费用为主,占87.83%(28 884万元/32 887.76万元),支出以人员工资和保障血站运转经费为主,达75.96%(23 632.89万元/31 113.29万元),血费报销费用仅占1.86%(577.86万元/31 113.29万元)。2013年全省采集全血15 594.32万m L;献血者以个人自愿献血者和招募的团体献血者为主,占94.96%(741 313/780 658);捐献机采血小板者以个人自愿献血者为主,占98.17%(32 275/32 877)。2013年全省自愿无偿献血人者中,男性占65.16%(313 745/481 499)、女性占34.84%(167 754/481 499),年龄18-45岁占28.77%(138 537/481 552),高中及中专学历者占26.01%(125 238/481 499)和大专及其以上层次占27.32%(131 549/481 499);献血者职业分布,除无法明确界定或者登记不明确者外,依次为学生(14.11%)、农民(9.87%)、公务员(9.81%)、工人(9.30%)、医务人员(6.79%)、教师(4.8%)和军人(2.70%)。全省献血率为6.93‰,最高的达到19.01‰,最低的为2.93‰。结论湖南省血站存在人员编制不足、专业卫生技术人员比例偏低、财政投入不足等问题;无偿献血者中以男性人群,高中、中专和大专科学生为主,需要有针对性加强宣传招募,特别是在基层地区以及其他职业人群中的宣传,以提高人口献血率,保障临床血液供应。
Objective To understand the status quo, service capabilities and operating status of blood stations in Hunan Province and the basic situation of blood donors in Hunan Province, and to provide reference for the development of blood station construction planning and promoting the sustainable and healthy development of the province’s blood donation. Methods A retrospective analysis was conducted to investigate the status of institutions and personnel, blood collection and supply, blood bank financial receipts and expenditures of blood stations in 14 cities and prefectures in 2013 in Hunan Province. Results By the end of 2013, Hunan Province Blood Station had a total of 1,346 on-the-job employees, with a male-to-female ratio of 1: 1.19. The majority of the population was aged 26-40, accounting for 55.65% (749/1 346). The academic background mainly consisted of undergraduate and specialist education, Accounting for 83.58% (1 125/1 346). The main titles were primary, while intermediate and above accounted for only 22.28% (300/1 346). The blood stasis was mainly for clinical blood use, accounting for 87.83% (288.44 million Yuan / 32887.76 ten thousand yuan). Expenditure was mainly based on staff salaries and blood bank operations, amounting to 75.96% (23.63289 million yuan / 31.1129 million yuan) and blood reimbursement expenses accounting for 1.86% (5.7786 million yuan / 31 yuan 1.1329 million yuan). In 2013, the province collected 15,594.32 million m L of whole blood; blood donors were mainly voluntary blood donors and group blood donors, accounting for 94.96% (741 313/780 658); those who donated their blood platelets were individuals who voluntarily donated blood Dominated, accounting for 98.17% (32 275/32 877). Conclusion There are some problems in the blood bank in Hunan Province, such as the shortage of staffing, the low proportion of professional health technicians, and insufficient financial investment. Among the non-paid blood donors, male population, high school, technical secondary school and college students mainly need to strengthen targeted publicity and recruitment , Especially in grassroots areas and other occupational groups to raise the blood donation rate and ensure the clinical blood supply.
