2005年10月,托喀依乡由阿克苏市移交一师、阿拉尔市,全乡下辖8个行政村。该乡农牧民居住高度分散,与一师、阿拉尔市5个团场相互交织杂居,与周边一市三县一镇接壤,形成了多民族大杂居、单一民族小聚居的嵌入式社会结构。全乡户籍人口1638户共计4959人,维吾尔族人口占总人口的98%,辖区流动人口5000人左右。近年来,一师、阿拉尔市党委将少数民族单位纳入稳定发展总体布局,本着“少数民族群众不致富,团场职工不算富”
