清初,为了阻绝沿海抵抗力量从陆上获得人、财、物的补给,清廷首先在浙江沿海实践迁界禁海政策,并推行至其他沿海省份。东南沿海荡平后,随之展界开海。然而,开海是有条件的,而界外之地也非全部展复。根据朝廷大员及地方行政官员的意见,浙江地方习惯性地维持,或由朝廷明令将部分岛屿持续封禁,并一直延续至清末。迁界禁海政策长期阻滞了清代海防事业的进步,同时也影响了沿海经济社会的发展。
In early Qing dynasty, in order to discourage coastal resistance from obtaining land, manpower, goods and supplies, the Qing government first practiced relocating the sea forbidden to the sea in Zhejiang coastal area and pushed it to other coastal provinces.
