The article explores the method of city design and the relationship betweenthe method, practice and theory of city design. It introduces, discusses, develops and im-proves the “hierarchy index” theory from the perspective of application and further studiesthe method of city design by an example of the application of “hierarchy index” in the de-sign of the centre of Sanya City.
