党的十六大报告提出:“完善城市居民自治,建设管理有序、文明祥和的新型社区。”这是党的十六大对新世纪新阶段社区建设提出的新目标和新要求。今年乃至今后一个时期的社区建设,都要贯彻这一总体要求,为建设新型社区的目标而努力。 建设新型社区,要对“新型”二字加深理解。“新型”是相对以往社区而言,是对以往社区的新理念、新构造。其主要目标:是新的性质定位,体现在自我管理、自我教育、自我服务、自我监督的居民自治上;是新的管理体制,体现在“党和政府 The report of the 16th CPC National Congress put forward: “Improve the autonomy of urban residents and build a new type of community with orderly management and civilized and peaceful development.” This is the new target and new requirement put forward by the Party’s 16th National Congress for community building in the new phase of the new century.
