在自由新中國大陸上,第一個春耕生產運動就要到来了。今年全國農業生產計劃要求在一九四九年的基礎上增產粮食一百億斤,增產棉花四百七十萬擔。這是今年農業戰線上鬥爭的總目標。各級地方人民政府沒有戰鬥任務的人民解放軍、各級農村地方黨組織和所有農村黨員、以及廣大農民群眾,從現在起,應立即動員起來,熱烈地進行春耕生產工作。目前一切農村工作都应當團繞著春耕生產這一壓倒一切的中心任務來進行。今年全國農業生產的總方针是以恢復為主。在老區農業生產一般應較一九四九年生產水平提高一成!在条件较好的老区,農業生產應争取恢復戰前水平。在新區,則一般要求保持一九四九年生產水平,條件较好的新區,爭取略加提高。災區則要求生產自救,保證按時下種,不荒一畝地。領導今年春耕生產的基本環節:在新區,主要是安定農村生產情緒,安定社會生產秩序。其關鍵,在一切新區、主要是深入宣傅解释與正確執行中央人民政府對新區土地改革、徽收公粮與對於春耕生產的各項政策。

The basic link leading the production of spring plow this year: In the new district, it is mainly to stabilize rural production sentiment and stabilize the social order of production. The key point is that in all new areas, the Central People’s Government should explain and correctly implement the Central People’s Government’s policies on land reform in the new district, emblem of receiving and distributing grain, and policies for the production of spring plowing in all new areas.
