世界各国及各地区对新资源食品的监管手段不尽相同,但有一些相似的理念:比如设定上市前的安全评估、建立目录清单等。不同国家和地区对新资源食品定义的内涵和外延各有差异。全球化和新技术(如纳米技术、克隆技术)的应用使得新资源食品监管问题更加复杂。对新资源食品规定较为严格的欧盟、加拿大、澳大利亚进行系统研究,阐述发达国家及地区上市监管体系的新进展,并从中总结其经验和对中国的启示。
Countries and regions in the world do not have the same regulatory tools for new resources and foodstuffs. However, there are some similar concepts: setting safety assessment before going public and establishing list of catalogs. Different countries and regions have different connotation and extension of the definition of new resource food. The application of globalization and new technologies (such as nanotechnology and cloning) has complicated the new resource food regulatory issues. The EU, Canada and Australia are stricter in the new resources and food regulations. They systematically study the new progress of the regulatory system in developed countries and regions and summarize their experiences and their enlightenment to China.
