科研机构实行承包包含着二层关系,一是研究所对国家承包,其目的是重新调整国家与独立研究所之间的关系,以放活科研机构;二是科研机构内部实行分级承包,调整研究所与研究室(或课题组)、科技人员之间的关系,目的是放活科技人员。本文作者就研究所内部实行承包经营责任制有关问题进行探讨。
The implementation of contracting by research institutes involves two layers of relations. The first one is the contracting of institutes by the Institute. The aim is to readjust the relations between the state and the independent institutes so as to free the scientific research institutions. Second, to carry out the hierarchical contracting and adjustment studies within the scientific research institutions The relationship with the research laboratory (or task force) and scientific and technological personnel is to relax the scientific and technological personnel. The author discusses the issues related to the responsibility system of contracting management in the institute.
