8月20日,交通部颁布了《台湾海峡两岸间航运管理办法》,并于当日实施。部长黄镇东在新闻发布会上表示,两岸直接“三通”是两岸人民的迫切愿望,根据“一个中国、双向直航、互惠互利”的原则,交通部制定了《管理办法》,目的是为了加快海峡两岸直接通航的进程,促进两岸间已发展起来的间接通航尽快转变成直接通航。
