1999年7月1日,国务院颁布了《娱乐场所管理条例》,条例中第四章第二十三条规定:“娱乐场所经营单位应当建立健全各项安全制度,按照国家有关规定配备保安人员。保安人员必须经县级以上地方政府公安机关培训;经培训并取得资格证书的,方可上岗。”对未按照国家有关规定自行配备保安人员或者安排未取得资格证书的保安人员上岗的,《娱乐场所管理条例》第三十七条规定:“由公安机关责令改正,给与警告,责令停业整顿,并处以1000元以上10000元以下的罚款;情节严重的,由工商行政管理部门吊销营业执照。”

Article 23 of Chapter IV of the Regulations stipulates: “Entertainment business establishments should establish and improve various safety systems and allocate security personnel in accordance with relevant state regulations.
