一项能准确、快速鉴别海上溢油种类的新技术——海面溢油鉴别系统,最近已由国家海洋局海洋环境保护研究所完成,并于1987年4月6日在大连通过鉴定。来自中科院、大专院校、交通部和国家海洋局的有关专家参加了鉴定会。 由于海上石油开采、运输的不断发展,各种溢油事故时有发生,对海洋环境造成了严重危害。随着海洋环保工作的深入以及对海洋管理工作的需要,在溢油事故发生后,如何快速、准确地确定溢油种类、产地、以便进一步确定肇事者,并依法追究其责任,已成为当务之急。海面溢油鉴别系统正是为了解决上述问题而研制的。
A new technology that can accurately and quickly identify the type of oil spill at sea, the Sole Oil Spill Identification System, was recently completed by the Marine Environmental Protection Research Institute of the State Oceanic Administration and passed the appraisal in Dalian on April 6, 1987. Experts from the Chinese Academy of Sciences, universities and colleges, the Ministry of Communications and the State Oceanic Administration participated in the appraisal meeting. Due to the continuous development of offshore oil mining and transportation, various oil spills have occurred from time to time, causing serious harm to the marine environment. With the deepening of marine environmental protection work and the need for marine management, how to quickly and accurately determine the type of oil spill and the place of production so as to further identify the perpetrators and investigate their responsibilities in accordance with the law after the oil spill accident has become a top priority? Sea spill identification system is developed to solve the above problems.
