目前,林纸联合方兴未艾,正在蓬勃发展。为了使林纸联合沿着正确的方向继续前进,当务之急是要提高对林纸联合重要性的认识,研究和制定推动其发展的政策措施。本文就此谈一些认识和意见。一、林纸联合的概念、产生与作用在中央改革、开放、搞活经济的方针指导下,随着城乡经济体制改革的深入发展,我国长期以来形成的僵化、封闭的经济体制模式开始突破,地区之间和部门之间的横向经济联合日益增多,已成为我国经济发展的主流。林纸联合是当前改革潮流中涌现出的一种新事物。
