平阴县1991年8月按照国家、集体、个人三方合理负担的原则,制定了《平阴县企业在职职工医疗保险社会统筹试行办法》,全县117户企业,20663名在职职工参加了社会统筹。县以上全民、集体企业的固定职工、合同制工人、农民轮换工、计划内临时工均列为医疗保险基金社会统筹范围。以“低水平”的统筹比例起步,不断扩大医疗保险覆盖范围,在改革中发展,在发展中改革,走出了一条成功的路子,被省劳动保障厅、济南市政府表彰为劳动保险制度改革先进单位。到2000年9月底,参保率96%。10年来累计收缴医疗保险基金1744.9万元,收缴率95.2%。拨付10114人次医疗费1496万元,拨付2082人次女职工计划内生育费161.9万
