经典人力资本理论认为刚性化的劳动力市场是约束企业投资一般技能培训的前提。本文运用双重差分估量法(Differences-in-Differences,DID)结合匹配估量法,基于反事实分析框架,深入研究了德国“2010议程”劳动力市场改革后企业学徒培训策略变革及成效,试图探究劳动力市场的灵活性与德国企业学徒培训之间的关系。将瑞士作为研究的参考对象研究发现,日益灵活的劳动力市场并没有阻碍德国企业参与学徒培训的投资热情,在劳动力市场监管较为放松状态下,通过调整培训策略德国企业成功地缩减了学徒培训的成本。劳动力市场摩擦和监管机制对于德国企业参与学徒培训均具有重要意义。
The classical human capital theory holds that a rigid labor market is a prerequisite for restraining the general skills training of enterprises in investment. Based on the counterfactual analysis framework, this paper studies the change and effectiveness of the apprenticeship training strategy after the labor market reform in Germany on the “2010 Agenda” by using Difference-in-Differences (DID) The Relationship between Labor Market Flexibility and Apprenticeship in German Business. The study of Switzerland as a reference point of study found that the increasingly flexible labor market did not hinder the enthusiasm of German companies to participate in apprenticeship training. German companies successfully reduced the cost of apprenticeship training by adjusting training strategies as labor market regulation was more relaxed . Labor market friction and regulatory mechanisms are of great importance to the participation of German companies in apprenticeship training.
