When the party committee at the beginning of the year formulated the responsibility system for the work targets of all units, the trade union initiatively proposed to the party committee that it should include the five key tasks of the trade union as the monthly benchmarking assessment of the grassroots units, assessing the percentile system and linking it with the leader’s bonus.
