房价上涨过快、旧区改造动迁房源紧缺成为当前上海房地产市场面临的两大问题。尤其是房价涨幅过大,上海市统计局2003年三季度市场报告指出,本市房地产市场供需处于高位均衡状态,这里首次出现了”高位”的字眼。房价上涨中存在着非理性因素,这已不容否认。 根据2003年8月下达的《国务院关于促进房地产市场持续健康发展的通知》[国发(2003)18号]文件精神,大力发展上海房屋租赁市场并出台相关政策正当其时。同时要强调的是,发展租赁市场决不能仅仅靠行政手段来解决,而是以市场机制来培育和完善。
