怎样把珠江三角洲发达地区的经验推广到广东经济欠发达的山区及东西“两翼”,促进当地经济社会的发展,广东的做法之一是进行干部异地交流。本文在调查研究的基础上,从三个方面,分别总结了这方面的经验与不足;提出了要创新思路,加大“一把手”异地交流工作力度,以加快欠发达地面貌的改变;并提出要规范管理,防止干部异地交流中出现的几种不正常倾向。
How to promote the experience of the developed regions in the Pearl River Delta to the “two wings” of the less developed mountainous areas and things in Guangdong and promote the development of the local economy and society? One of the approaches in Guangdong is to conduct cadres exchange in different places. Based on the investigation and research, this paper summarizes the experience and shortcomings in three aspects respectively. It puts forward that we should innovate the train of thought and step up the exchange of “top leaders” in order to accelerate the change of the landform in underdeveloped areas. It is necessary to standardize management and prevent several irregularities that have emerged in the exchange of cadres in different places.
