围绕着中国应不应该向德国宣战的问题,芮恩施的远东问题专家和美国驻华公使的双重角色都对他的态度产生了影响。一方面,站在远东问题专家的角度上,他极力劝说中国追随美国对德政策,认为这既有利于中国也有利于美国,他与国务院展开了一场激励的论战;另一方面,作为美国驻华公使,他必须服从美国当局的决定,忠实地执行美国既定的对华政策。论战的结果是芮恩施改弦更张,不再要求中国追随美国对德政策,不再要求中国马上向德国宣战。但这不是芮恩施的真实态度,他对美国的对华政策以及它带来的严重后果充满失望。
His attitude has been affected by the dual role of Rehn Ensh’s Far East experts and the U.S. ambassador to China, around the issue of whether China should declare war on Germany. On the one hand, standing on the perspective of the expert on the Far East, he strongly persuaded China to follow the U.S. policy toward Germany, believing it would be beneficial both to China and the United States. He and the State Department started an encouraging debate; on the other hand, as the United States He must obey the U.S. authorities’ decision and faithfully implement the U.S. policy on China. As a result of the controversy, Rehn Enshi changed his mind and no longer demanded that China follow the U.S. policy on Germany and no longer required China to declare war on Germany immediately. However, this is not the true attitude of Rehn Enshi. He is disappointed with the U.S. policy toward China and the serious consequences it has caused.
