The No. 2 Document of the Central Committee of the Communist Party of China (1992) proposed three criteria for reform and opening up, namely, “Whether it is conducive to the development of socialist productivity, whether it is conducive to strengthening the overall national strength of a socialist country, and whether it is conducive to improving people’s living standards.” These three standards have very important guiding significance for the current reform and opening up and are guidelines for further deepening health reforms.
