2013年3月正式启动的日本一欧盟“经济伙伴关系协定/自由贸易协定”(EPA/FTA)谈判是新型跨区域主义的重要一环。日本和欧盟的主要利益诉求分别针对关税和非关税壁垒,但规制改革和规制融合是双方的共同目标和利益汇合点。日本一欧盟EPA/FTA的谈判进程与“跨太平洋战略经济伙伴关系协定”(TPP)谈判、“跨大西洋贸易与投资伙伴关系协定”(TTIP)谈判之间存在着重要的战略互动,表现出明显的“多米诺骨牌效应”和“更深一体化”的新型跨区域主义特征。日本一欧盟EPA/FTA的走向,深刻关系到新一代国际经贸活动的议程设置和规则制定。
