煤矿行业实行投入产出承包以后,怎样检验干部的能力和工作成绩,如何发挥干部的作用,树立全局观念,长远观念和群众观念,并促进他们的工作积极性,是经济体制改革的新课题.以往我们对干部的评价、使用,往往凭经验感觉.固然经验的东西不可缺少,但它毕竟不是完全有形的东西,它或多或少带有主观性、片面性和私人的感情,只有通过对干部的具体工作业绩的考核,而且把其工作业绩由定性判别转为定量评价才能确定一个干部的优劣.这就要求我们把干部的考核,纳入到整个目标考核的范畴之内.本文就这个问题,谈一些粗浅的看法.
