目的从法律层面探讨将非铀矿工纳入辐射防护管理的可行性。方法汇总我国部分非铀矿山氡致井下矿工人均年有效剂量数据的相关文献资料,并结合国际先进管理理念,探寻我国在非铀矿工辐射防护管理方面的缺位。结果通过立法对非铀矿工进行辐射防护管理,以填补我国在此方面的监管空白,保障千万矿工健康,维护矿工应得权益,彰显社会公平公正。结论借鉴IAEA与其他发达国家的做法,以氡致井下一线矿工职业照射年有效剂量1mSv作为审管标准。
Objective To explore the feasibility of incorporating non-uranium miners into radiation protection management from a legal perspective. Methods The paper summarizes the average annual effective dose data of some non-uranium mine radon miners in our country. In combination with the international advanced management concepts, we explore the absence of radiation protection management for non-uranium miners in our country. The results of legislation through non-uranium miners radiation protection management to fill our regulatory gaps in this area, to protect the health of millions of miners, miners should safeguard their rights and interests, demonstrate social fairness and justice. Conclusion Drawing lessons from the IAEA and other developed countries, taking the annual effective dose of 1mSv caused by radon-induced underground miners occupational exposure as the standard for auditing.
