1 要高度重视防寒减灾工作20世纪90年代广东平均2.5年出现一次严重的冬季寒害,并造成了惨重的经济损失,例如,1991年为18亿多元,1993年为41亿多元,1996年为46亿多元,1999年高达108亿多元。这是20世纪90年代以来广东出现的新情况和新问题。这一方面说明冬季寒害是广东开发利用冬季温暖气候资源的“拦路虎”;另一方面说明冬季寒害对广东农业造成的损失正越来越严重。
1 High priority should be attached to cold and disaster reduction In the 1990s, an average of 2.5 years of severe winter chill occurred in Guangdong and caused heavy economic losses. For example, it was 1.8 billion yuan in 1991, 4.1 billion yuan in 1993 and 1996 4.6 billion yuan in 1999 up to 108 billion yuan. This is a new situation and a new problem that emerged in Guangdong since the 1990s. On the one hand, this shows that the winter chilling injury is the “stumbling block” for Guangdong’s development and utilization of winter warm climate resources. On the other hand, it shows that the losses caused by winter chills to Guangdong’s agriculture are becoming more and more serious.
