西宁市、各自治州人民政府,海东行署,省政府各委、办、厅、局: 《青海省规范性文件备案办法》(简称《办法》)已经省人民政府发布,将于2004年4月1日起施行。为了切实做好规范性文件备案工作,保证办法的正确实施,现就有关事项通知如下: 一、加强领导,做好办法实施的组织工作规范性文件备案制度,是我国立法制度的重要组成部分,也是行政机关内部层级监督的重要制度。建立和健全规范性文件的备案制度,对规范行政机关的抽象行为,防止规范性文件内容违法,减少规范性文件相互冲突,维护法制统一。保证政令畅通具有重要意义。各级政府及政府工作部门应统一认识,加强领导,认真组织,抓紧
