产业层次不高,低端产能过剩、高端产能不足矛盾突出。经过多年发展,山东地炼已成为国内石油下游产业链重要补充。特别是东营、菏泽、淄博、滨州、潍坊、日照、德州等地的炼化集群化发展成效显著,初步形成以骨干企业为核心,产业协同发展的局面。比如东营市炼化能力400万-700万吨/年的企业有5家,其总能力达到2810万吨/年,占全市炼油总能力50%以上;
