结合学习党的十六届三中全会通过的《关于完善社会主义市场经济体制若干问题的决定》,财政部副部长肖捷在最近召开的全国财政社会保障工作电视电话会议上提出了做好新时期财政社会保障工作的新思路。他说做好新时期财政社会保障工作,一要明确各级政府的社会保障事权及其财政支出责任,二要深化就业和再就业体制改革,三要加快建设与经济发展水平相适应的社会保障体系,四是改革与投入并重,加快卫生医疗事业发展。
