针对电网调控安全管理的特点,构建了电网调控安全评价指标体系。评价指标包括电网调度保障、电网监控保障、调控技术保障、网架结构保障、在线监测保障、应急管理保障及培训管理保障7项一级指标和53项二级指标。引入模糊理论和层次分析法构建“大运行”体系下地区电网调控安全保障能力评估模型,分设两级权重体系,分别求得一级指标和二级指标的权重值。运用评估模型对宁波电网开展评估实践,通过对比证明该评价标准适合“大运行”体系电网建设。
In view of the characteristics of power grid regulation and safety management, the evaluation index system of grid regulation safety is constructed. Evaluation indicators include grid dispatching guarantee, grid monitoring guarantee, regulation and control technology support, grid structure guarantee, on-line monitoring guarantee, emergency management support and training management guarantee 7 first-level indicators and 53 second-level indicators. The fuzzy theory and analytic hierarchy process are used to construct the evaluation model of regional power network security assurance capability under the system of “big operation”. The two-level weighting system is divided into two levels to obtain the weight of the first-level index and the second-level index respectively. Applying the evaluation model to carry out the assessment of Ningbo Power Grid practice, through the comparison proved that the evaluation criteria for “big run ” system power grid construction.
