美印双方的有关人士都认为美方在武器转售方面的严格规定将会显著降低印度继续购买美国武器的热情。在两年一次的印度航展上,印度官员明确表示不会接受美方在武器转售方面的多种限制,尤其是其他购买国在转售美制武器时必须征得美方同意的规定。波音公司副总裁也不赞同美国新出台的政策,认为这至少会造成美印双方在2到3年内无法就购买C -130和P-8达成一致。一旦双方在1年内无法在该问题上达成协议,美印关系就会受到一定的影响,而且美国军火商也无法再与印度进行进一步合作。
Relevant parties on both sides of the United States and India all believe that the United States’ strict rules on resale of arms will significantly reduce India’s enthusiasm for continuing to purchase U.S. weapons. At the biennial air show in India, Indian officials made it clear that they would not accept the U.S. restrictions on resale of arms, especially if other purchasing countries must obtain the consent of the United States while reselling US-made weapons. The vice president at Boeing also disagrees with the new U.S. policy, believing it will at least result in the United States and India not agreeing on the purchase of C-130 and P-8 within two to three years. Once the two sides can not reach an agreement on this issue in one year, the relations between the two countries will be affected to some extent. Moreover, the U.S. arms brokers will no longer be able to further cooperate with India.
