电力体制市场化改革后,供电企业以市场主体和竞争实体的身份进入电力市场,进行市场竞争和经济活动。在转变“重生产、轻市场”观念的同时,供电公司的经营状况也受到很大的影响,经营管理的诊断分析成了供电公司迫切需要解决的问题和难题,而现有的同业对标管理主要是以省公司为主,地市级供电公司则只是被动地配合上级公司,按照要求上报数据、下载对标结果数据,缺乏对指标结果的深层次分析。
