研究发现,虽然福利彩票收入占整个地方财政收入的比重很小,但已经超过了一些传统税收收入,其地位呈上升趋势。福利彩票收入与其他非彩票收入的相关度较小,从政府收入组合的角度看,福利彩票收入提供了一种财政收入多样化工具,减小了整个地方财政收入的风险。福利彩票收入对地方财政收入体系有正面影响,但由于地下六合彩的存在,使这种正面影响受到一定的限制。为此,政府应该改进管理彩票业的方式,增加福利彩票的销售额,放大福利彩票收入的正面效应。
The study found that although the welfare lottery income accounted for a small proportion of the entire local fiscal revenue, but it has exceeded some of the traditional tax revenue, its status is on the rise. The correlation between welfare lottery income and other non-lottery receipts is relatively small. From the perspective of the government revenue mix, welfare lottery revenue provides a tool for diversifying fiscal revenue and reducing the risk of the entire local fiscal revenue. Welfare lottery revenue has a positive impact on the local fiscal revenue system, but this positive impact is subject to certain restrictions due to the existence of the Mark Six underground lottery. To this end, the government should improve the management of the lottery industry, increase the sales of welfare lottery and enlarge the positive effect of welfare lottery revenue.
