2011年7月1日,国务院颁布的《社会保险法》的实施标志着我国社会保险制度从“制度覆盖”向“人人覆盖”发展,使得社会保险经办机构的服务能力提升成为社会保险事业和我国事业单位深化改革和不断完善的重要内容。本文结合《中共中央国务院关于分类推进事业单位改革的指导意见》(2011年3月),运用结构方程模型,构建服务能力及其影响因素的关系模型,对社保经办机构服务能力进行分解,分析影响机理,并运用对上海经办人员的问卷调查所采集的数据,采用AMOS软件对结构方程模型及理论假设进行检验,从而提出提升社会保险经办机构能力建设的改革措施。
On July 1, 2011, the implementation of the “Social Insurance Law” promulgated by the State Council marks the development of China's social insurance system from “system coverage ” to “everyone s coverage ”, making the service capabilities of social insurance agencies become a Social insurance and public institutions in our country to deepen the reform and continuous improvement of the important content. Combining with the Guiding Opinions of CPC Central Committee and State Council on Promoting the Reform of Public Institutions by Category (March 2011), this paper constructs the relationship model between service capability and its influential factors by using structural equation model, decomposes the service ability of social security agencies and analyzes And using the data collected from the surveyors in Shanghai, using the AMOS software to test the structural equation model and the theoretical assumptions to propose the reform measures to enhance the capacity building of social insurance agencies.
