平川公社位于黑河北岸,合黎山下巴旦吉林沙漠南缘。全社13个大队,110个生产队,16,139人,耕地35,139亩,分布在东西长50华里的狭长地带,水利条件较好,宜于农林牧业生产的发展。解放前的平川地区是个“风起沙石扬,埋地又压庄,种下一斗粮,只收几提筐,好年不过百,荒年全丢光”的穷地方。解放后,在党和毛主席的英明领导下,平川人民组织起来,贯彻毛主席“绿化祖国”的伟大指示,从1956年开始,坚持在风沙线上年年治沙造林,到1965年全社造成片林共4,790亩。无产阶级文化大革命以来,毛主席的无产阶级革命路线更加深入人心,自力更生,大办林业的群众运动迅速发展,质量显著提高,到1973年底,新造林面积16,638亩,相当于文化大革命前的3.4倍。现共有林面积21,428亩,每人平均有林1.3亩,出现千亩林大队8个。全社长达50华里、宽1-2华里的防沙林带已基本形成,六分林护一亩田。在营造防风固沙林的同时,我们大搞以渠、路为主的“四旁”绿化,至1973年底,四旁植树共128.8万余株,每人平均80株。使80%的道路、90%的渠道、
