中国共产党第十六届中央委员会第三次全体会议2003年10月11-14日在北京召开。会议的主要议程之一,就是中共中央政治局向中央委员会报告工作,讨论研究完善社会主义市场经济体制问题。 众所周知,在十四届三中全会以后的若干年里,全国各地虽搞了不少现代企业制度的试点,但其中不少试点企业并未显著地实现股权多元化,许多大中型企业国有股“一股独大”的状况仍然没有根本改变,有些企业甚至只是换了个牌子,与真正的符合市场经济内在要求的企业制度相比,形似而神不似。
