购租并举成为当前中国住房制度改革的重要方向。本文对美国和德国的住房租赁市场的现状特点、调控机制、操作工具、法律保障、市场监管等进行了深入研究,从制度设计、住房保障、市场调控、金融支持等角度对发展我国住房租赁市场提出对策建议。本文的目的是在当前我国住房制度改革再次处于十字路口的关键节点,通过对比研究,吸取借鉴发达国家的成功经验,深入思考我们的对策措施,确立中国住房租赁市场成功走向未来的思路。
The simultaneous purchase and rent become the important direction of the current reform of China’s housing system. This article makes an in-depth study on the current situation, regulation mechanism, operation tools, legal guarantee and market supervision of the housing rental market in the United States and Germany. From the aspects of system design, housing security, market regulation and financial support, Put forward countermeasures and suggestions. The purpose of this article is to reconsider our countermeasures and draw lessons from the successful experiences of developed countries through comparative research, at the key node of the reform of China’s housing system once again at the crossroads, and to establish the train of thought for the success of China’s housing leasing market towards the future.
