兵团党委在今年七月份召开了四届十次全委 (扩大 )会议 ,专门对兵团国有工交建商企业的改革与发展问题作了重要部署 ,并制定了“1 + 8”(一个总体改革意见和八个实施意见 )文件。兵团政委陈德敏和司令员张庆黎对如何贯彻“1 + 8”文件做了重要讲话 ,并指出兵团经济结构调整、国企富余人员安置、国企资产债务处理、国企分离办社会职能等问题是困扰兵团企业改革与发展的重点和难点。为了更好地贯彻这次会议精神 ,加快兵团国有工交建商企业改革的步伐 ,我们组织了有关人员对以上问题进行了研究探讨 ,并提出了一些建设性的意见 ,以供参考。
